This issue is well known within the NWG and within upper management circles and has been receiving lots of attention.
After 8 PM, all of the prepaid users on CPS start calling due to the lower rates and as such they cause immediate congestion in the network which also restricts the number of channels available for data packets.
Recently, this is also the time when most MXit users start chatting away with thousands of simultaneous sessions.
The situation lasts for about 40 minutes after which the peak dies down and the network performs better.
The situation is also quite regionalised with a bigger and longer impact in prepaid dominant areas (Limpopo, Pretoria, KZN, Eastern Cape).
The reason why this is not an easy fix is that the peak is so high that it jumps from about 40% network usage to 100%+.
To cater for this sudden demand by expanding the network will cost billions of Rands and only help to alleviate congestion for 4% of the day, while during the other 23 hours, the network runs at less than half of its capacity.
Initiatives that have been tried are the dynamic tariffs in Eastern Cape and the lower pricing from 5 PM till 8 PM.
Unfortunately user behaviour's seem to be impossible to change. Even over weekends, when all 24 hours are off-peak, there is a spike at 8 PM.
