Does that make sense? I'm sure apple left it up to the discretion of the SP to appease the likes of ATT who still offer unlimited or high cap packages. They like to point out how much bandwidth theyre giving you but they dont want you to actually use it!
Why not make it on by default, and then allow carriers like AT&T to switch it off in their carrier settings?

It's kinda pointless to argue about what Apple should have done. Forget about the problem and pointing fingers, I just want a solution :).

If Apple release an update that enables the hotspot for all carriers except those that explicitly disable it in their carrier settings, wouldn't that be a solution?

So basically Apple would specially have to release an update for our, and other, lazy ass carriers/SP's, which they will not do. Example, I have a Samsung Galaxy S. The android OS update was released internationally about 4-6 months prior to SA cellular users being able to update their handsets, because it had to be "tailored" to our carriers. Not sure what they did exactly, but it was carrier dependant.

This certainly makes it sound like the delay lies with Apple:
I have confirmed and it is stated that APPLE decides on functionality, configuration & roll out to the various networks globally. Current indications from Apple is that this functionality will be made available during August i.e. MMS and tethering.
(from when the iPhone 3G was released on Vodacom's network)

That's been happening for years, and not only with Samsung. I've always had to wait for months for Nokia updates on Vodacom that were freely available in other countries (and on other networks) for weeks and months. I suspect that the department in Vodacom who are responsible for testing and approving software releases is either hamstrung by company policy, or they're totally pathetic at doing their job. Either scenario is just as likely...

Edit - I was just reading the same thread in the Vodacom sub-forum, and so my reply was with that in mind. Apologies...

When iTunes checks for updates and carrier settings it goes here:

You can open this URL in your browser and you should end up with an XML file, search for <key>MobileDeviceCarrierBundlesByProductVersion</key>.
A little bit further down you'll find a link to the 8ta carrier settings file:

SOLUTION FOR MTN!!!!!
Connect iPad to PC using USB cable.
In iTunes, backup up your device, then select "Restore". iPad will reset and go through initial setup. When asked where to restore from, select appropriate option (where you backed up too). When iPad is retored and itunes is running, a message will pop up on iTunes, and ask if you would like to update your carrier settings. DO NOT SELECT TO UPDATE CARRIER SETTINGS!!! Then, go to settings->Cellular Data-> APN Settings. APN for cellular data: internet APN for Internet tethering: internet ; no need for usernames and passwords.

DONE

Confident that it should work for all networks, but have only tried on MTN.

8ta boss Amith Maharaj said that there’s no indication yet from Apple when they would enable personal hotspot for users on South African networks.

“Unfortunately until Apple signs off on this, there is nothing much a user could do to enable this feature,” Maharaj said.

Thanks for the update.

The rep did say it was coming:
We will start supporting Apple July - Aug 2012.
Once we do we will support most apples options on network.
