It's carrier dependant because there are still some cellular providers overseas that offer unlimited iPhone/iPad (on device) packages.I dont understand why its carrier dependant it makes no sense to me, its software so it should just use the pad's internet connection and share it. All of the android phones do it regardless of carrier. Otherwise jailbreak it and get it sorted like that.

Mine is also not working on Vodacom nor 8ta (both running carrier version 12.1) But on a MTN sim card (carrier 12.0) it works...
Are there any reps from the cellular providers who can shed some light on this matter?
I see people on Vodacom are having a similar problem:Nope, they're all pretty useless. I've talked to iStore techs, Apple techs, MTN techs, MTN Reps, MTN stores etc. Apple points a finger at MTN, and MTN points the finger back at Apple. MTN is supposed to enable this service on your SIM, or something on the APN, whatever. They don't have a clue.
What I mean is: did Apple create the problem that requires the new iPad to get a carrier update before it will work?If it were an Apple problem, then the iPhone would also not be able to run personal hotspot, seeing as both run the same iOS. I have read Australian threads, where people could use personal hotspot after they received a carrier update.
