As I predicted last week, the EFF have revealed that they will not be entering into a coalition with either the ANC or DA. Personally, I think this is a great decision all round. Let the EFF do it's brand of politics unempeded by the neo-liberal ANC and DA. An official anouncement along these lines is expected tomorrow. Gauteng will soon be embroyaled in a bitter war of ideologies and scurmishes for gravy.

The EFF has taken a stance not to form coalition governments with either the ANC or the DA – effectively giving Johannesburg to the ANC and Tshwane to the DA.

Highly placed sources say the EFF will abstain from voting for key positions of mayors and speakers in hung municipalities.

The EFF position has left the ANC and DA in disarray.

The last option for the DA and the ANC will be to scramble for smaller parties which hold insignificant numbers.

A source who attended the EFF central command team meeting on Monday said the party would limit its participation in councils to deliberations on policy issues.

"We will vote on issues‚ but not on who gets what position or from which party a mayor must come from. We do not have a mandate from our people to govern‚" said a source.

Another source who formed part of the negotiation team said both the ANC and DA had failed to persuade the EFF to take sides on who should govern councils.

"After lengthy discussions and negotiations the EFF decided that they will abstain from voting.

"They claim that they respect the fact that voters did not give them a mandate to govern.

"The last option left for the ANC and DA is to partner with smaller parties‚" said a source.

The likely possibility is that the DA will govern Tshwane where they got most votes with 43 percent‚ and the ANC will retain the City of Joburg (48 percent) and Ekurhuleni (44 percent). Metros in Gauteng have been finalising their preparations for council meetings set to begin this week.

While coalition negotiations continue between various political parties‚ the council meeting for the City of Ekurhuleni will take place on Friday while one for Tshwane will be confirmed later this week.

The City of Joburg will hold its inaugural council meeting on August 22 at the City Hall as its chambers are undergoing reconstruction.

Its outgoing city manager‚ Trevor Fowler‚ has confirmed that it is all systems go for the council meeting.

In a statement‚ Fowler‚ who will be the presiding officer‚ said: “Part of the agenda on August 22 will be the swearing in of all 270 councillors‚ the election of Speaker of Council‚ Executive Mayor and Chief Whip of Council. South Gauteng High Court Judge President Dunstan Mlambo or his deputy will administer oaths to councillors.” He added that the Electoral Commission of SA would run the council election process for office bearers. Once the Speaker is elected‚ he or she will then take over the running of the meeting as councillors elect the mayor.

The second Joburg council meeting‚ planned for September 08‚ will announce mayoral portfolio committees‚ members of the mayoral Committee‚ election of chairpersons of committees‚ including chair of chairs‚ and approval of members of various Section 79 committees.

Neither the DA nor the ANC won an outright majority in four of the country’s eight metros. Genevieve Quintal‚ from BDLive‚ summarises the number of votes and seats for the parties in these municipalities:

* City of Johannesburg: The ANC received 44.55% of the vote‚ the DA 38.37%‚ the EFF 11.09% and the IFP 1.72%. The ANC has 121 seats‚ against the DA's 104 seats and the EFF's 30 seats. The Inkatha Freedom Party has five and the African Independent Congress (AIC) four. The Freedom Front Plus‚ African Christian Democratic Party (ACDP)‚ Al Jama-ah‚ the United Democratic Movement (UDM)‚ the Congress of the People (COPE) and Patriotic Alliance (PA) have one seat each.

* Tshwane: The DA obtained 43.11% of the vote‚ the ANC 41.22%‚ the EFF 11.7% and the Freedom Front Plus (FF Plus) 1.99%. The DA has 93 seats against the ANC's 89 seats. The EFF has 25 seats. The FF Plus has four seats and the ACDP‚ Cope and the PAC each have one.

* Ekurhuleni: The ANC won 48.64% of the vote‚ the DA 33.65%‚ and the EFF 11.23%. The AIC has confirmed that it has agreed in principle to co-operate with the ANC in Ekurhuleni. The Pan Africanist Congress (PAC) has been approached by the ANC as‚ reportedly‚ has the PA. This would allow the ANC to retain control in the metro.

* Nelson Mandela Bay: The DA garnered 46.71% of the vote‚ the ANC 40.92%‚ the EFF 5.12%‚ and the UDM 1.91%. The DA has 57 seats and the ANC 50. The EFF has six seats‚ the UDM has two seats‚ and the AIC‚ United Front (UF)‚ COPE‚ the ACDP and the PA one each.

Actually I support the EFF on this as it allows them to remain independent and follow their mandate. Going into a coalition with either DA or ANC would have put them in a difficult situation. The hung municipalities had put them in a difficult place.

They have recently indicated that they would raise and vote on issues that will benefit their supporters (the poor) when it comes to service delivery.

Its all new territory for them as the currently only have national policies about land distribution that can only be addressed by national government. They don't have anything in place for local government. That said, anything can happen in the next 5 years.

The DA has the advantage as they have more experience with coalitions with smaller parties compared to the ANC which only has its tripartite alliance experience to guide them.
 
There will be a re-election unless the ANC and DA come to an agreement. Example DA gets Tshwane and ANC City of Jo'burg. The municipalitys will ungovernable the way things are currently

No there will not... FFS will people please stop thinking this.

THERE WILL BE NO RERUN!!!

A minority government will be formed and the bun-fights will start. Only after 2 years can a re-run be called and only if 2/3rds of the council vote for it.
 
Actually this makes perfect sense. The EFF cant side with the ANC, the hate for Zuma is too strong.

If they do form an alliance with the DA, they know full well that within 5 years, Joburg and Tswane will be as well governed as other metros in the Western Cape. The DA will shine and prove that they have superior policies and governance. The EFF cant stomach this situation, because their racist rhetoric of DA being 'for white monopoly capital and not caring for blacks' gets destroyed as everyone in these cities will see the benefit.

It works in EFF's favor to have a dysfunctional and fractured metro. They appeal mostly to the angry and despondent in society, and what better way to win a few more thousand over to vote for you if service delivery is broken.
 
Probably their demands were so f-up that nobody wanted them as alliance partners.

This. All revolutions require a boogeyman to fuel the discontent, kinda hard to rage against the 'oppressive system' when you're part of it.

Surprised that Malema is playing the long game given his love for bling. Wonder who is sponsoring him?
 
This is the way it must be.
Nobody in charge and they must convince all to agree with decision making.
Nobody will be able to hide anything and no tender manipulation can take place.
And all elected members must attend all meetings.

Translation: ANC and DA weren't willing to roll over and take it up the butt from Juliass, so the EFF is taking its toys and going home.

It's really sad that there are people stupid enough to vote for these clowns. On the bright side, by the time the next elections come around, hopefully said voters will have realised that the EFF has delivered nothing and take their vote elsewhere.

+1 Typical... if malema gave a **** about the country and his voters he would join forces where ever possible to get them out from under anc

“Jesus will soon be seen walking in Rustenburg,” Malema told his audience, in reference to President Jacob Zuma's well known boast that the ANC would govern until the return of Jesus.

Malema who was speaking at the commemoration of the Marikana Massacre in the North West on Tuesday said that hung councils such as the one in Rustenburg would not be governed by the ANC.

The EFF'S Mbuyiseni Ndlozi rubbished rumours that the party did not plan to go into coalition with any party.

The DA and the EFF will be holding press briefings on Wednesday to make announcements likely to about coalition talks.

“So all of you people of Marikana we will travel this road together. I hear people saying Jesus has arrived in Port Elizabeth, now Jesus has also arrived in Rustenburg,” said Malema, followed by loud applause from the crowd.

He repeated his party's view that the ANC does not form part of its planed coalition partners.

“This municipality no matter what happens it will not fall in the hands of the ANC. This municipality will fall in the hands of the people. We are eating this elephant t called the ANC piece by piece,” said Malema.

“This ward belongs to the EFF so when you are here, you are at the home of the EF. We are going to make sure that the Rustenburg Municipality builds roads for our people, “ added Malema.

In the words of an ANC politician they did not join the struggle to stay poor!!
If we pay politicians minimum rates we'll battle to fill the positions. Lol
