Check your BIOS settings on the "Integrated Peripherals" screen - the setting should look like this on the Init Display setting:

Also check the "Power Management Setup" in the BIOS and look for the "Video Off Method" setting - this determines the manner in which the monitor is blanked. The default setting should be "DPMS" which gives the initial display power management signaling.
