if they avoid your questions, use a script word for word and not conversate with you or not give you clear duties and discuss a salary package, I'd say they're crying wolf... it happens

Something along the lines of "the position is already filled..."

For formalities, they probably already had someone or there was no post in the first place, just testing the waters

This happens VERY VERY often.

They already have someone earmarked for the position internally or externally. But they need to go through the process to make it legit.
