Hi there
is there a iphone app. for the above? - I find it strange that I cannot find a setting or an app.(as in android) to inform you of missed calls, email etc.

Uh ios has it built in... Under general > accessibility > LED flash for alerts
 
Noled (having Googled it) seems to makes use of OLED screens' ability to selectively turn pixels on and off for notification.

Where OLED screens have individual "backlights" per pixel, LCD screens like the ones iPhones use have a single backlight unit. So either the screen is on or off. This is one of the reasons why iOS' design is so bright and white - there's no battery benefit from having a darker colour scheme, so they might as well use white, because the backlight's going to be on anyway. OLED screens actually benefit from having as much black as possible, as those individual pixels can be turned off.

You won't find anything like this for iOS, jailbreak or otherwise. Here are a couple of reasons I can think of.
- iPhones have LCD screens with LED backlights - the LED backlight is controlled over the whole screen. If such an app could work, it would have to turn on the backlight over the whole screen (even with all the pixels turned to black). This is the one of the worst battery suckers you get.
- Apple doesn't allow any app to control the home screen.


As mentioned, the most visually assertive setting you can get is to enable LED flashing for notifications. But that's once-off. The setting you're looking for doesn't (and can't - yet) exist.
