I code HTML/CSS and PERL mostly. Is it easy developing on Linux or is there a learning curve?

It will depend on what you are using now for development. Most Linux distros comes with a few development tools included. Some apps are listed here. I'm not aware of any special apps to develop in perl, any text editor could be used. Perl is installed by default.
