Simple - fine them each a few million a day until it's ready. Either that or suspend their license until they're ready. Money is an awesome motivator.It is uncertain as to how ICASA and Government will ensure that deadlines are met and guidelines are followed, but luckily one party, CellC, will most likely remind the concerned stakeholders about these deadlines.

Its gone be no use if the cost to the consumer are prohibitive - so hopefully the powers that will be will deal with the issue of cost right from the start
besides those knobs who own the cellular companies should invest something back into the market without passing the cost onto the consumer....
