O/T: 2+2 Promotion - OOB Discussions

On my budget a R 500 bill would be illegal

Would one be able to take this to the CPA before one gets a OOB bill like this.
ie One wants to only pay R149.00 and no more per month - it should be illegal that they do not make this possible I would think.
