No, I think so far Bush was far worse than Obama on a global scale. Iraq, Gitmo, telling bold-faced lies to the UN, telling Hans Blix to shove it.
In terms of internal US laws this by far out does anything Bush signed in, and given that the Patriot Act was signed just following 9/11, whereas Obama signed NDAA into law at
12pm midnight on New Years.
