Here are all the line items on our proforma invoice for the transfer. No agent fees, clearance certificates or any of that other crap. This doesn't include any of the bond registration costs though.
 
How do I bring it up with them? Or can I even question it?

I think R2500 is a deposit/prepayment for levies so your first month in complex will be covered.
Their transfer fee(R20700) is correct that they are charging.

I sent the agent a message and he called me back shortly after. He will speak to the attorneys and update me tomorrow first thing in the morning.

Correct, it is a sectional title. According to the OTP the levies is R1090pm. So R2500 is a bit much for the first month

I got quoted R3000 prorata instead of R900 (actual). Their feedback, the difference will be refunded.

So today I asked the legal guys why am
i being billed for rates and taxes clearances, if I am the buyer? The reply in short was, they used a runner to get the certificate and its for my benefit. (Can you believe that). Lol

My reply was in short, its the seller’s invoice to be paid please, please remove and bill the seller’s side. It has nothing to do with me.

It almost got ugly at a point!

I was actually shocked to see that an attorney firm is trying to blame me (or rather bill me) for their “acts”, without confirming its “ok” to bill me.
 
The buyer pays the costs including the costs for the Rates Clearance Certificate, the seller pays the Rates.

On that statement the levies and levy certificate are estimates, managing agents at sectional title schemes charge what they want to issue the clearances and that is also for the buyer's account.

The costs on the first statement are also slightly higher because of the notarial cession that has to be done, that will be for an exclusive use area like a garden or parking spot.
 
What have I now learned from my experience, in your OTP, put a clause in, all clearance related bills must be for the selling party!

Why should I pay for any clearance certificates if it isn't my property yet?

The Deed of Sale will state that the buyer pays all costs and that includes all clearance certificate costs.

The seller pays the agent's commission, all compliance certificates and for his own bond cancellation.

I have been a conveyancer for 25 years and it has always been for the buyer's account.

The Seller pays the actual rates but the buyer pays for the certificates.

This seems very strange to me. As shown in my invoice from our attorneys a few posts back, we're definitely not paying anything for the rates and levies clearance certificates. This was also stated in our OTP.

Yes, the buyer pays for the levy clearance certificate but the attorney must pay for his own runners.

Here in Cape Town we don't use any runners as everything is done online, no need for them.

It is actually a very strange concept to me.
