Thats a myth.
I know many many ISPs in Europe that shape/throttle/cap.

You call them an idiot? I agree with them. In fact a substantial part of this forum agrees with them.

The whole issue is this:
"Their" (and most others who are actually in the know) definition of uncapped is COMPLETELY different to these so-called "uncapped" accounts with 50-page-long AUPs and limitations that are cheaply available from many SA ISPs these days. TRUE uncapped clearly is unsustainable - just look at the degradation of service on many ISPs "uncapped accounts".
And then there are the others that started out k@k and they're still k@k, that proves it already before having to wait for them to feel much financial effect of it all.

So can you confirm that the "Platinum" traffic gets priority over the "Bronze" traffic if a telkom exchange's backhaul is congested?
Is there actually a difference in the service provided on the Telkom ADSL network for the different levels?

Yes it has to because Platinum traffic is prioritized, i.e Queuing, dropping , policing etc.
The difference comes from the different service levels that one buys. Platinum traffic get priority over bronze.
