I think this SONA is showing just a lot more policy uncertainty. Perhaps they should cut it short and get everyone home so that they can focus on the upcoming elections.

Well we'll see when the prclamation is made. A unit like that should work together with a similar unit in SARS. A bunch of these guys can easily be nailed for tax evasion.
