It's bizarre. The money that would have been collected from the tolls would have went to national government, which would have been distributed to *shock* the Western Cape...The whole country pays for all the roads. Some municipalities are just better at utilising the money. But with that CT them vs us mindset I will suggest Cape Town needs to pay for the JHB ring road.
