Outlook "you got mail"

Does anyone know where I can activate this, if mail comes in, it will let me know. At the moment I need to refresh everytime.

Check in your windows sound scheme (control panel I think). Enable sound for new mail.
 
If I understand your question correctly, you need to enable automatic send/receive. To enable it, do the following: Open Outlook (duh ;)) -> Hit Ctrl + Alt + S -> Check "Schedule an automatic send/receive every..." and specify how often it should check. I have mine on every minute as it uses very little cap. This way, every minute it'll check for new mail and let you know as soon as it's downloaded (with the sound effect and the little pop-up box thingie)

OE does not have an explicit setting for this, but you can change the general "mail notification" setting. Open the Control Panel, double click Sounds & Audio Devices. Click on the Sound tab and scroll down the sound scheme list until your find "New Mail Notification", then Browse to the sound you want to use and select it. Apply your changes and you're done.
 
What Outlook you got? 2007 has got a nifty looking popup that hovers over your system tray. Sorta like Gtalk has when you get a Gmail message
