Not exactly. Telkom currently use much of their spectrum for free. When they start getting billed at the same rate as everyone else then the R922m fee kicks in.where Telkom are currently paying less than 50m for its spectrum but as of next year it will have to pay 950m for the exact same spectrum...
I bet they don't even know who owe them, so this is just a quick way to update their customer list.To confiscate the equipment they would first have to find it. And we all know they can't even find their own arseholes.
