PC not starting up so lekke.....

a friend of mine's pc starts up but when you press del to enter the bios,it doesn't wanna go into the bios.and after the boot screen it switches off.I've
checked everything and the only conclusion can come is the power supply.the power supply is a matrix brand 400W.

Specs of his rig:

ECS g31 mobo
2 gig ddr2 800mhz
2.5 dual core cpu
9400 gt 512 mb card
1 x sata dvd rom drive
1 x 80gig IDE HDD


he is using 4 x usb ports and one 120mm fan with 2 LED fans for the inside.
The thing is it smells as if it burned but i'm not sure.
 
do you have a spare psu to test? Try also removing the cmos battery and see if it helps.
 
The power supply does sound a bit small and also possibly an inferior brand, but if you can test the components 1 at a time, the fact that its posting means the cpu is probably good, you can download memtest for free and run it on his machine to check it, otherwise you might need a second machine to test components 1 at a time in a system that you know works.
 
Try PSU (different one) but disconnect everything, only connect the bare minimal (like only the bootable HDD), see what happens...
 
I did take out the CMOS battery and the jumper but still no luck.He doesn't have a spare PSU,so before he goes and buy a PSU I just want make sure
if the PSU could have handled all the components.

@kkza - i cant run memetest cause i cant go into BIOS and after the BIOS screen it switches off,it doesn't even restart.Funny thing is when you plug
in the power cable at the back it switches on by itself without touching
the power button.

the side fan is 150mm fan that he put an adjustable knob onto so he can increase the speed of the side fan.I don't know if that could have put strain on the PSU.I also tried to explain to him that even though it says 400W on the PSU that it's not true wattage regarding the inferior brand.
 
try unplugging your hard drives, I had the same problem once and found out that it was one of my sata drives that was busted.

The Asus is slightly more, R470 (confirmed price) and R450 (unconfirmed) respectively.
