Pc troubleshooting

Ok, lets say you have a pc thats giving you problems like whenever you switch it on it goes into an endless loop of reboots without going into post and when it does eventually post and you try to install an os onto it it continuously freezes, by freezing i mean leave it for an hour and nothing happens, not even the mobo light flickers

1. you double check everything is plugged in properly
2. you clear the cmos
3. you swap out gpu, cpu, ram, hdd into another pc and check if all the individual components work
4. you try using different RAM in the troublesome PC and even swap out the HDD

Lets say all of the above fails in trying to get the troublesome pc to boot up and atleast install an Operating System, is it safe to conclude that the mobo is buggered because when you tried step 3 everything worked perfectly and you were able to install an OS and benchmark for 2 hours and counting without any errors?

When all alternative theories (other components) have been exhausted, whatever is left (motherboard) no matter how improbable, must be the truth.
 
Had a very similiar problem and it turned out to be my motherboard...
 
no mention made of psu. has this been verified as ok for the machine in question?
 
^+1. Just check whether your current psu is able to supply enough juice to all the hardware.
