It is probably his upload bandwidth that changed and his bandwidth is not enough to stream on full quality. If he has plex pass he can limit the remote streaming quality, but doubt he did that since you were able to stream in higher quality before. Doubt it is an double NAT issue since you wouldn't able to reach his server in that case. In any case, I have found ZeroTier is a good way to get around double or carrier grade NAT.Hey everyone. Any help here would be appreciated. Friend of mine has a server he shares with me. My account is added as a “home user” on his side. Since he moved into a new place all videos I play on my side gets downgraded to 480p, not able to play anything at higher/original quality. Got a hunch it’s a double NAT issue but figured I’d come her to ask what it could be, and if it is a double NAT issue how can we get it sorted out?

Plex routes streams via their own servers if your server port cant be reached, at a very low qualityDoubt it is an double NAT issue since you wouldn't able to reach his server in that case. In any case,
He can try disable remote access and re enable, sometimes the plex directory gets confused
