Our auditors have discovered that Plugg has been billing us for a 4 Mbps uncapped account we cancelled last year. It was reactivated two months after cancellation. No notification was received of this.

One day won't cause that. It's works using the last 10 days.
Regardless though, they need a premium or business version of this account for high usage people.
With that theory, a brand new account's stars won't move for 10 days, but this isn't the case as if you hammer it from the beginning, lets say friday night, by monday morning, you'll be on 1 star.
EDIT: I understand there is a 10 day rolling window but I think they compare your usage to the average or something. It's still blackmagic to me :wtf:
I have a business account that uses stars so that's definitely how it works. Maybe he is on lite.
