Telkom if possible, or the manufacturer, should 'inject' radio isotopes into their copper cable. A law should be passed that only Telkom's cables may have a specific isotope, Neotel another, etc. Proof of theft thereafter will be easy.how do you prosecute someone walking down the street with a bag load of copper?

Do what first world countries did... they installed fibre. Limited copper required - just from DB board of building/complex into units where copper is necessary. Problem solved.

...then they just steal it for the Kevlar inner core of those cables, at least thats what they were doing in the '90s. I think some manufactures have stopped using Kevlar nowadays.
