It can take many forms, just because there's no monetary benefit doesn't mean there's no corruption. One day when he is down and out with the Eskom money finished those companies can offer him a job to say Dankie for all the millions.

Some underground power cable damage possible.
Happened about 2:40am. Felt like the vibration was about half a metre in length, but I'm upstairs so that may exaggerate it.
No visible damage except some wall paint cracks thankfully.
