Whatever the case you should be using Matimba not Lethabo. Matimba has a constistently high EAF. Lethabos improvement is recent and seemingly not consistent. And at the moment Medupi is highest.That article is from 6 weeks ago and it says the number I quoted:

The Swiss cantons are a decentralized form of governance, and this happens in a Federal system. But it seems they have not managed to maintain true independence i.e. I don't think they have a free market in money.
Money ofc, being the one change in the last millennium which was largely - if not entirely - responsible for doubling life-expectancy, in the West and other nations emulating its laws that were and are still to some - albeit declining - degree protective of privacy of person and property(P4).
So they are independent but I don't think they have an homogenous-enough population to resist central-planning in the most crucial area. Otherwise they by now would surely have rejected, outright, fiat currency.

If it hasn't been clear in the past, let me say again, they don't care about voters. It doesn't matter how many voters they lose or piss off. 100% of south africa can vote against anc, and anc will still remain in power. ANC will NEVER hand over power. Its never going to happen, ever. Until jesus comes and all that. The day they lose is the day SA and the world discovers there is no democracy here, just like places china, russia, india, brazil etc all with questionable non existent 'democracy' pretending to be democracy with 'voting' (oh look at that, those are our brics partners, huh, merely a coincidence no doubt, we still get to vote, nothing to see here).
