Prepaidd: international calls charging clarification

Advertising rate is R2.50 for most of European countries.
Question is whether this amount is added to the normal tariff charges or it is a flat rate independent of <per minute> <per ssecond> and on/off peak reates, and then how it is charged per minute or per second.

Thank you. I downloaded it already before asking question. My original question was whether international calls are added to the normal tariff or take precedence to the normal tariff. I couldn't find it in pdf.

I couldn't get answer. I made couple calls to Europe, first off-peak (to avoid unintentional charge R2.75 p/m on my prepaid card), then during peak time. It is to confirm, I haven't been charged any extra amount in addition to R2.50 p/m.

It looks to me strange that calls to many locations like London, NY, Moscow, Tokyo cost me less than a call to another 8ta cutomer living a block away.
