A client bought a Samsung printer in the UK and now finds local toner cartridges don't work because the printer is region coded.

I think that there are two options. One is to purchase a printer firmware that will circumvent the georestriction and the other is to order a new chip and just replace the one on the SA cartridge. If you can post more details regarding the model of the printer and the cartridge I'll see if I can find something for you.
You can find the chips on Alibaba/Aliexpress (prices vary a lot so look around) ...

Original supplier locked DRM is bad enough, but region...WTF.

hmmm...think I must commandeer my dad's old HP laser when I get a chance. Really don't want to deal with this modern DRM crap.Apparently HP does the same.
A supplier in Maitland, Cape Town will refill laser toner and reset the chip or disable it altogether. This worked for a Samsung, Xerox and HP printer
