(Don't get me wrong, my 1st Language is Afrikaans, so I can understand the need forprotecting your own language, but this is not about language issues its about fighting poverty)
Let's not forget that logic, sensibility and commonsense seem to have absolutely nothing to do with effective progress at the DoC. Thus my statement above was my witty proposal for why things take so long and costs remain elevated.
Perhaps I should've put on my sarcasm hat and made it a little clearer. At the end of the day, whether you or I choose to accept this possibility or not, it is still a legitimate excuse to cause delays and justify why things progress at such a slow pace. "I can't review your proposal as I'm still awaiting translation so that I can be certain that I understand it fully. The country will just have to wait until I get what I want, in the correct size font, in the colour of my choice." ... 6 months later -> "No, no, no! There was no oversight. The recommendations are fully in terms of the original proposals. If something is not fully clear, it was due to problems in the translation and not in this department. Now go away, I need to rest ..."
