Protesters shut down dam in Limpopo

Political appointments or people with requisite education and experience? There's also element of "comfort zone". Many people work for same employers all their lives, not because they can't make it elsewhere...

Excuses now? Cadres are useless as proven in every ANC run municipality.

Nope. This happens in private sector as well.
If it does, they're bankrupt. No second chances. That's the beauty of capiitalism. It makes way for more proficient players. No "Give him another chance, give him another chance, give him another chance ..." to fail and continuously fail.

Unless of course you have some govt protection, but then it isn't capitalism anyway.

What? People working their entire lives in one place?

Anyone employing useless people in the private sector goes bankrupt. BEE, AA and EE is responsible for the poor performance and productivity of South African companies. Also, the private sector is not supported by the taxpayer. So what they do is of no concern of mine. What deployed cadres do has a direct bearing on me.

Unless they are pulling their weight, they will not work in a private company for their entire lives. In Japan that is actually the norm.

Companies collapsed before such existed. Companies collapse because of bad management or operating and trading conditions or both, as well as other factors.

I worked in private sector my entire (relatively short) life. It was astounding seeing how it has manifested. Some companies even created additional reporting structures to accommodate them. These positions would cease to exist as soon as the person retires.

What does this statement have to do with the dam in Limpopo and cadre deployment? Off on a tangent again to prove a point you don't have?

Ethics and humanity. Do you retrench a person just before they retire?

Question is, do you promote a person 5 or more years before they retire, to a position that didn't exist before? A position with no defined function and responsibility...

Suggest you take that up with management. i have no knowledge of the company you refer to.

Counter question: Do you employ excess unqualified people at taxpayers expense because they are from your voter base?

Take what up with management? What makes you think I approve of everything ANC is doing?

Well...........they want to "decolonize" everything so I do not understand the problem.
Processing dam water into clean, drinking water should, obviously, be included in the "decolonization".

So go grab a bucket and boil your water.

This:

do you promote a person 5 or more years before they retire, to a position that didn't exist before? A position with no defined function and responsibility...

Do you have an English comprehension inability?

Wasn't the topic about the ANC controlled municipality of...that village in L?

Yes. You're the one that took it off topic with non cogent arguments, tangential arguments and speculation. Until you provide cogent arguments, my interaction with you here is over.
