Proxies

I'm enabling a client's webservice to use multiple anonymous proxies, is there any lists out there that has decent proxy servers (with like 99% uptime) out there so I can have them randomly select one for security purposes?

I've googled but couldn't find any defined list I could use.

You wont find 99% uptime proxies, they work for like 3 days.
