So I was busy studying information systems, and it was going on about spam, and a thought occurred. I'm not too sure if this is already being done, but wouldn't it solve a lot of problems if outgoing mail is spam filtered by ISP's and companies? I think that would help restrict the flow of spam, and also save a lot of time and bandwidth.

Nice idea but that would mean every single isp in the world would have to filter for spam.
Also then isp's would have to start doing content filtering which is a no-no! And then they would also be blamed for false positives. It would be a nightmare to implement and maintain.

Also, nothing prevents you from setting up your own outgoing mail server, if you have the proper dns records and domains.

It is. Many ISPs do filter their outgoing messages.

False positives are the biggest problem. Imagine your ISP is filtering your mail and starts deleting stuff it thinks is spam but isn't!!

It would not be allowed for your ISP to filter your outgoing mail - something regarding privacy laws etc...
you can request that your ISP blocks a certain domain. I have a list of over 50 blocked this way. & they also have spamlists that are auto blocked, but remember thislist grows daily.
