And why don't they do something like this On AWS or Azure with elastic capacity. Azure can use local Servers if they are worried about security issues.

Hard to prepare if you know nothing about web hosting.

Professional web developers won't go near the government due to non-payment. As a result, the gov sites are overpriced garbage.
 
Weakest point of that website should be its database and concurrency but we are talking MAX 60M records and I seriously doubt we would be hitting even near thousands per sec. And with a proper distributed backend, the form should just be a capture point and the item go into a backlog for processing.

And if one was worried about that, how difficult to store a little key in say a reddis cache that blocks duplicate attempts once successful, wont' even go near the databases.

Bah, so many ways to skin this cat and its a flop.
