Rain network down in my area

Hi
It's so frustrating to get someone to realize their network in my area for example is down. I've been given the runaround for proper help. Don't k ow where to go anymore for help or updates. Customer care does only device troubleshooting and doesn't log a network issue. Can I report this to rain on this forum?
