Rain network users hit by downtime

I changed to the unlimited 4g package on Tuesday. My new Netflix and Youtube is watching the buffering. If it wasn't for the lockdown I would have had fibre by now.
 
Do you guys not get automatically debited on the 1st of every month??
I'm trying to understand the explanation by Roos as it doesn't make sense

Were they previously unable to stop customers paying and now it's fixed or did they change their rules? Have they had an issue with debiting and cut off a whole bunch of customers by mistake or are legit customers being cutoff?
