1.4GHz 64-bit quad-core ARM Cortex-A53 CPU.
This is the same CPU, but now with a heat spreader package that allows 200Mhz more (1.2 -> 1.4Ghz)

Dual-band 802.11ac wireless LAN.
2.4Ghz & 5Ghz(new)
This is now a "certified module", so if you want to build on the PI3B+ for resale, less compliance testing.

Gigabit Ethernet over USB 2.0.
Using new bridge that improved performance to 250-300Mbps (not full speed 1GbE).

Power-over-Ethernet support.
Requires HAT - but simplifies certain deployments - don't need USB Power.

Improved PXE network and USB mass-storage booting.
When combined with PoE, makes for disk-less config

Improved thermal management.

The New Raspberry Pi 3B+ will not yet be available in South Africa until ICASA approval has been received due to its Wi-Fi capability.

The Raspberry Pi Foundation will be submitting the application to ICASA and approval is expected around May/June.

Once approved, RS Components SA will make the licenced board available to the South African Market.

Unlikely. I'd expect the faster CPU to help the situation but this is a GPU problem and it doesn't sound like that's been upgraded.
 
No, Odroid is what you're looking for. Google it yourself.

I really hope ICASA gets this done this months we need to get ahead on tech adoption in this country.

Way too much regulation and barriers to entry protecting big players.

Simple example is Bluetooth beacon technology.
 
The little bit of extra speed might just push it enough for proper N64 emulation
