Recommend a MP3 splitter/cutter

I am looking for a tool to split/cut mp3 files to get the best part of the song to use as a ringtone ... any suggestions? Oh, this is for PC.

Audacity is absolutely the mother of all audio freebies, though you will need to download and install an MP3 decoder to go with it, but it's really simple to do, an almost automated procedure. The latest beta version, 1.3.9, is very stable and a pleasure to use.
