Has this bill been passed as law or are there going to be a whole lot of conferences and debates about it before it actually becomes concrete?

sounds like the latest version bears little resemblance to what originally came out

Value-added network services and internet businesses can finally build infrastructure and interconnect. They are a communications service such as any other. This is a huge breakthrough. The Electronic Communications Bill creates a vision of open access, interoperability and interconnection, making seamless communications possible.

afaik it now has to go before the national assembly and then to the National Council of Provinces - i would not expect there to be any major changes or delays in either

/trying to get hold of the latest amendments
 
Haha don't worry there will be some sort of "clarification".
