Replaced my cpu and gpu and still microstuttering :/

The problem is you're using an electric car in the game

In power options try it on performance and the ryzen power options to see if it helps also push your OC on your ram a little higher
Did the power options
, my ram inst very stable at higher frequencies, but ill see what I can do

Too busy playing with no stutters to update?
No sorry im not too busy , just trying to oc my ram and see what happens, but non of the oc's seem to be stable and trying various other things with no luck :/

Turning off Vsync didn't do anything?

Edit: I also meant the too busy part jokingly because I was sure you somehow fixed it.

Turning off Vsync didn't do anything?
Yeah, Ive been playing around with settings, turning Vsync off just gave me terrible screen tearing and not being able to see if the stutters are still there, I set a 60fps cap but they seemed to still be there, as well as testing out other games but they all seem to suffer from the same micro-stutters

Didn't your issues start after you installed the 960 drive? Did you try a different drive?

Your old cpu should've been perfectly capable

Yes, you are 100% correct, I tried and different driver, ripped the one out of a laptop, an adata 240gb one and the issue persisted, Im at the 6th fresh windows install, last one being after getting the new cpu, weirdly enough i used gigabyte's game boost thing which disables processes and services and it seems a bit better now but i noticed it microstutters and the cpu usage spiked to 75%, just now while testing, so it might seem like I need faster ram.

I am also noticing some pretty weird pop in that wasn't present on my 6600k like cars, textures reflections, foliage, etc.

I had pop in when I played on a dual core Pentium before upgrading my CPU.

Check if all your cores are being used.

Hmmmm, Il check the cores again, maybe instead of struggling with this and getting faster ram, just return the 2600X and x470 and buy a 8700K and z370 and stick with my current ram, but then yet again my ram can be the culprit as well even though that would be extremely rare

What memory do you have and what speed is it running at?

Okay so I'm playing at 1080p, the memory is running on its xmp of 2400mhz 14-16-16-31, I just did some further looking around and the 2600X should perform wonderfully in the games with a 3200mhz kit, I think i should just bite the bullet and get a 3200mhz cl14 kit and maybe just get a more trustworthy psu

Since you're playing on a 60hz panel enable Nvidia dsr and upscale to 1440p, you're wasting your 1070 power playing on 1080p.
Also in the Nvidia control panel select fast vsync its much more acceptable input lag compared to regular vsync

I honestly will take tearing over vsync input lag.

Okay so I've been playing around with settings and think I got got it figured out, the biggest thing that helped was setting a frame limiter through RTTS and that made the frame-time stick to 16.6 with v-sync(i forgot to mention i leave v-sync off in fps games and stuff like assetto corsa otherwise the cars feel like they sway from the input lag).
Then I used system timer tool, it helped a little without the frame cap. Also I used iobit driver software to make sure everything is updated and there were a few drivers it updated.
Then lastly i left the 2600X at 4ghz thorugh AMD's software as well as the ram at 2666mhz.
Lastly my cpu cooler that was faulty, I contacted Rectron and they are sending me a new one, apparently the "same one" but we'll see if they actually have a Nepton 240m still XD

Thanks for all of your inputs everyone!

Also sorry if I'm not as responsive,i read everyone's suggestions and took everything into account. I just keep on looking for different opinions and have been spending my last two nights doing a lot of testing and research

Please don't tell me it's running on your HDD?

Unplug it and see if there is any stutter

--Implying you're still getting the stutter

Stupid question, are you running dual-channel memory? That can have a big impact on performance, regardless of speed.

Also as you own a 2600X, the AMD stock cooler is pretty good if you got one, an overheating CPU can cause stuttering.
I also see no micro-stutter in your video. :/

Yes im running dual channel, So i was still getting stutters and frame drops where I never did even after my friends with a pair of trident z 16gb 3200mhz and popped them in there and seeing no difference so the issue is definitely not hardware! He also struggled to see the microstutter until I showed him the recordings of gameplay I had from earlier this year and 2017 he saw it.(I understand completely since not everyone has a system that can keep a steady framerate and frametime 90% of the time, ive kinda gotten used to it and thats my standard now) I know its difficult to see but he also said it made him less nauseous after the fix.

Now for the Fix (HALLELUJAH!)
So downloading windows 10 version 1607 got that steady framerate back! why i haven't thought about this i dont know, There is a 300 page thread on nvidia forums about this https://forums.geforce.com/default/...s-drops-since-windows-10-creators-update/180/ and it has to do with the fullscreen optimizations of Windows and a bunch of other **** like game dvr not being able to be completely turned off and other various settings. So its been Windows updates the whole time :|
not driver related or anything Im pretty pissed at MS at this point
