Reporting technical issues to banks

So I ran into this brick wall a few days ago. I am trying to order some things on AliExpress and unfortunately for me, they do not accept Paypal. So I whip out my fancy new Visa card and wait expecting to be directed to the 3D Secure CNP (Card Not Present) authentication site (https://acssb.bankserv.co.za/). Response: 503. Also, don't stumble over that SHA-1 certificate...

Now, at this point over the weekend I give it a break and decided that I will try again with the new week but Monday and Tuesday brought no luck. I also found a post on Facebook reporting a similar issue: https://www.facebook.com/StandardBankSA/posts/10152925194542615

At this point I contacted both SBSA and BankServ, who apparently provides the service, with the above information. BankServ's response was that they are not allowed to engage with SBSA clients directly, which is understandable but unfortunate. Standard Bank's response was as follows: "we cannot see your transaction on our system", yes it was a 503 error... you won't, and that "there was a communication breakdown between the merchant and our system, please try again later". I proceeded to ask to be put through to someone with technical knowledge of the system but my request was denied.

Now I am stuck, this issue has persisted since at least the 3rd of May, with no indication that it will be resolved "by itself", and Standard Bank cannot help me because the people with the know are behind so many layers of client service abstraction that it is impossible to get to them unless you personally know them.

TL;DR SBSA 3D Secure system 503's, who do you contact at a bank with technical issues such as this?
 
Maybe we should get MyBB or htxt to write articles about this, maybe then they will respond.

Nah, does nothing until something epic happens - same issue with the AFNetworking vulnerability in iOS which has been around for months (http://www.naschenweng.info/2015/04/24/south-african-ios-apps-vulnerable/) and a number of other critical flaws in many mobile apps. More than raising awareness is not possible. Then again, most consumers fall for phishing attacks anyhow, so it is really a moot point trying to push companies to be more responsible with data (hell, if a South African payment gateway drops several thousand credit card records with CVV/expiry without any consequences, one just looks on in amazement).

FWIW - I found African Bank's IT team rock solid - was quite a surprise
 
Good luck. I once reported a technical issue to FNB, only to have them tell me that they have no control over the system and that they don’t know why I experienced the technical issue.
 
Go straight to mastercard and file a complaint against the bank for refusal to help with the issue.
 
It is an issue with visa 3D secure? Will it happen with MasterCard too?

I'm having the same problem with AliExpress but with Mastercard.
What was the problem?
The bank blames AliExpress, AliExpress blames the bank, going in circles achieving nothing!

I have the same issue with ABSA and Mastercard.

Every now and then it does seem to magically work, but most of the time as soon as AliExpress tries to initiate the 3D Secure payment, bankserv.co.za returns:

503 Error, please try again later

Typically 503 is used when the server is overloaded. If that's the case, get more capacity!

I also have no way to report this frustrating problem. AliExpress says all they can see is that the transaction failed (rightly so because bankserv.co.za returned a 503) and that I should contact my bank, ABSA says they can't see any transactions (because it never got to them), and I can't see where I can report technical issues to bankserv directly.
