cPanel wont run on a Windows server so scrap that idea if you need Windows Hosting.
If you need a VPS with Windows on it then look at installing SolidCP if you want / need a web gui to manage websites and other supported third party services and applications.
Typically Reseller hosting is provided to companies who typically resell the providers services at a discounted fee and the tradeoff for cheaper pricing is that you are expected to provide support to your own clients and yourself to a point where you would require root or administrative privilege to resolve an issue.
What issues are you having with hostking, are they infrastructure issue or application issues?
Based on your requirements, you need to look at Windows Hosting options and not Linux / cPanel

Issues with Hostking:
They can't seem to provide the most basic of services. Standard no frills wordpress sites come up with "internal server errors", after having worked perfectly for months. Their servers are extremely slow! FTP has not worked now for the last 4 days, so I haven't been able to publish my asp.net MVC projects. 2 Clients are waiting for urgent stuff to become live. Then the database server is down, then it's a permissions issue that prevents CSS files to be loaded. Then they're migrating servers (which made my websites offline for more than a week!). If I create an urgent ticket, I won't hear from them at all, I need to go on chat and talk to them. They forever "escalate", but the only time they will come back to me is if I follow up again, at which point I would need to repeat everything I have said before. And then they would go "oh that's weird...", and then they escalate it again. Even trivial things take a week or more to fix. I am only scratching the surface here! I have emails, tickets, transcripts to corroborate everything that I say here. They don't really respond to tickets. I have to go to Online Chat for any kind of feedback. When I do, they can still often take an hour or more to answer a question in the online chat. Invariably the chat window would have timed out by then, and closed. Responses that may have come in, is then lost. When you open the chat window again, it is blank. You can't get previous transcripts, you have to go into chat and ask the call centre agent to send you the transcripts to see what you have missed... Sorry for going off like this, but you asked lol
I don't understand how a company can get away with something like this! I mean, isn't there a governing body or something that ensures that a company needs to maintain a certain level of service in order to be allowed to trade?
Thing is, it's not just about the monthly fee which I feel I have been paying towards NOTHING, it's so difficult to move on! Because how would I know how the next company would be? The only reason that I haven't moved away from Hostking years ago already, is because it is such a lot of work: Databases, apps, setting up new passwords for everything, email, getting all clients to update their email clients etc etc etc... I am so worried that I might move to a new provider, and then they are also like Hostking, and then I have to do it all again...
