Reselling Internet over Wireless Network (License)

Hello,

We want to be a internet reseller over Wi-Fi network. Do we require a license to sell internet access over a wireless network and license for 5.8Ghz frequency in South Africa?

You will require an ECNS licence in order to legally sell network services. You can get a class-ECNS from ICASA which allows you to operate in one municipal area. I think the application fee is around R10 000.

You will require an iECNS if you want to operate over a larger area. ICASA does not issue these and you can only get one by transferring one from someone else who isn't using the one they have.

You will not require an additional spectrum license to use 5.8GHz.

Based on my research you don't require a license if permission is given from your upstream provider.
 
Here's a helpful link. you need a CECS & CECNS licenses license in order to build and operate a network.

Good to note, both licenses are for area so example is City of Pretoria and to build a network within it
