I assume most of that mentioned don't frequent this site or forum, if you do the non techie excuse doesn't fly, OP managed to start a thread to vilify CI but couldn't run a speed test? I do not buy it.

EADC - I noticed you said you are not a techie. If my understanding of what techie is, then I must be one. I'm a web developer, I write javascript at work. I'm also comfortable with Golang and ruby(and PHP like everyone else) and I don't do speed tests. Just because some people do it, it does not necessarily mean we all do it.
Why do I say this? When I was at Tuks, I didn't need to do speed tests, I randomly did for no good reason but the internet was good so whenever I used the internet, I didn't bother with speed tests. When I started working, I didn't jump into getting an internet connection, I wanted to have Fibre which I eventually did last year.
Before that I would just use my phone and start tethering. If there was any videos I wanted to watch I would just download them at work. I used and still use Afrihost for my mobile data. For a long time 10 gig was fine. When you are tethering and the speed is ****, there is no point in doing a speed test as you can't really complain. I sometimes downloaded anime where an episode was like 250mb and it would take 10 minutes, because its mobile, I would just wait for it (NO SPEED TEST). It's not always my speed but the other website that's slowing things down is how I used to see it.
Eventually I was spending around R600 for 10gig and it was pretty clear I need to 1) Jump on to the RAIN network or 2) Get fibre with "unlimited" data. I moved to a new place and the first thing I did was get fibre and its been great. When I first got it, I did speed tests because I was on a 100/100 package so I wanted to make sure that I was getting what I paid for.
After 3 months I realized that I was paying way more that I was using. I was watching a lot of streams on the 100/100 package and not uploading much so I decided it would be a good idea to downgrade and see if my videos degrade. From what I read 13mbps is all you need to stream a 4k video. So downgrading to 20/2 made sense. I didn't do a speed test after the downgrade. Even as I write this, PBCool got it sorted and I still didn't do a speed test to see if I'm really on 20/2 this time around(might do the damn speed test then).
But like someone said said, I'm one of those people that don't do speed test as long as my internet is working and whatever I'm watching doesn't keep buffering. If I was on a 200/200 maybe I would speed test often but even on the 100/100 I did the speed test only that first week if I'm not mistaken.
When my internet is slow I:
1. Close all unused browser tabs and apps as I assume my CPU is overloaded somehow(50 open tabs in a window is normal for me)
2. Check if there might be any background process using the network (dropbox and google drive. etc)
3. Restart my Laptop in case the closing of apps didn't work
4. Restart my WIFI router
5. Restart the CPE box
Doing speed tests is not a habit for me and the internet is always working to my liking so I don't see it becoming a habit. I don't do torrents or download large files. I don't see myself downloading 50 gig files, the most I'll do is 10 gig and probably once in a month. I got a email from CISP about really being on 20/2 this time but guess what, there is no difference in speed for my use.
For some of you speed tests are normal, for someone like me their not. I'll do them the day my internet is super slow after the steps I mentioned above fail.
Aside: You know on windows there is that option where you "right click" and the popup has a "Refresh" option you can click(Don't know if its still there)? Speed tests are the internet version of that. Lol. I'm not one that clicks refresh 25 times before continuing with some other task.
