What is one's annual license renewal fee used for? I thought it was for maintaining infrastructure used by motorists IE. roads. If there more vehicle owners than shouldn't there be more money available for maintenance?

I think Toll roads were earmarked to maintain roads. Nowadays they hardly maintain the actual toll road in certain ares. Must say, it is a costly bussiness and therefore cannot be outsourced or privatised. Making money on maintaining roads is nearly impossible.

Geez, I was going to hire a car on my trip to S.A. next week but now I'm not so sure. The likelyhood of needing the insurance on it seems rather high. Unless I hire an off-roader of course
