Who else has load reduction over and above the normal loadshedding?
"Good morning.
I had a discussion with both Kevin Mileham and Ghaleb Cachalia, shadow cabinet members responsible for Energy and State Owned Enterprises.
The info is that the current load reduction being implemented by Eskom in some municipalities is essentially as a result of two separate but interrelated issues:
1. Eskom's inability to meet national demand for electricity and therefore having to cut supply (loadshedding) to certain places on a rotational basis; and
2. The failure by municipalities to comply with the payment arrangements made with Eskom for outstanding debt.
The additional load reduction is being implemented on defaulting municipalities as an enforcement measure.
On a local municipal level the only "quick fix" would therefore be to put Municipal Managers and Mayors under pressure to immediately pay any payments missed or not paid in full (in terms of payment agreements applicable to arrear accounts) and current accounts.
Ghaleb will also attempt to meet with Eskom senior management to try and ensure that Eskom communicate with affected communities and publish the rosters applicable to load reduction and the period of load reduction.
It must also be taken into account that the latest case law has confirmed that while Eskom may not completely disconnect delinquent municipalities it may introduce punitive meassures over and above ordinary loadshedding. Therefore, any full power cuts must be be reported immediately.
We understand the frustration and anger of specifically paying residents in affected municipalities and will keep on looking into solutions."
