Deputy communications minister Roy Padayachie, seen as a leading candidate to take the reins from outgoing minister Ivy Matsepe-Casaburri after this month’s general election, wants to convene an urgent summit of industry leaders to discuss ways of mitigating the effects of the global economic crisis on SA’s information and communications technology sector.
 
hmm, let us pray! I hope that Zuma does not want to reward his cronies with positions in the top departments.
 
Based on passed history and statements, Roy is nothing more than a windbag.

I attended a conference in Durban about 2 years ago and spoke to the Honourable deputy minister myself.

He is a good listener and always willing to explore new opportunities for the poor. He was however restricted from having his way in Government.

I did mention to him the spectrum issues regarding the over allocation to Vodacom and MTN have in the 900,1800 & 2100mhz band.

How the bands were dominated by the Dominant Operators with their being no room for new operators to get 850/900 mhz for new WCDMA rollouts.

Interconnect rates were also highlighted to him in comparison to the likes of India, USA , Singapore , Tanzania , Brazil & Russia.

ICASA's slow pace of Service delivery was made mention in comparison to TRAI.

ICASA takes 2 years to take a decision on something and make the necessary regulations. ( ICASA never sticks to timelines )
TRAI takes 2 months to do the same. ( Top of the TRAI's list is adhering to timelines strictly )

Roy is someone who will deliver and people who deliver certainly don't make it on the TOP job ANC list.

dont get excited ppl, Roy is simply a politician, doing what politicians do. this is the election season, and i say he is trying to make himself look better than Ivy. same old, same old..

i'd say Roy is quite high up, deputy minister is no tea-boy. what has he been doing all along? how long has he been a deputy minister again?

At the same time, Padayachie says government is reviewing its controversial policy of managed liberalisation — involving the gradual introduction of new telecommunications competitors — and hints that big changes to telecom policy could be in the offing in a Zuma administration.

what!? please Roy and the DoC get it into your heads that managed liberalisation, to the extent that it ever may have existed as a coherent government policy, is now dead dead dead. there is nothing to review. the DoC has no policy that makes any kind of sense

either champion the sector as a facilitator of GDP growth in SA (including taking immediate steps to give ICASA appropriate resources, personnel and oversight) or get out the way

What is Zuma's timeframe for appointing a new filing cabinet, according to The Constitution that is, i.e. how long do we have to wait before finding out if hairy Man-toez with stolen liver gets to stay or feels the imprinting of Zuma's boot...?

Seems like we might have to deal with Tony Yengeni's wife in this position. She together with Pallo Jordan are also contenders... Dear Lord, please give us somebody withe telecoms savvy instead of gravy train credentials.

My overall impression, after reading the article, and Roy's quoted & paraphrased comments, is that Roy was pandering to Zuma for the position of MoC - nothing wrong with that - except when Roy is still showing support for [Mis]managed [Telecoms] Liberalisation in terms of slowly introducing competition - which basically says he will toe the party line and send mixed messages to the telecoms sector whilst doing whatever Zuma says he must do to keep the gravy train rolling...:rolleyes:

Read the article and you should see where my comments came from.

I used to think Roy would make a good MoC, but I don't think so any more - he has IMO been brainwashed for too many years over at the Department of Communistications.
