Nah, nowhere does the Presidency claim he did not submit a request, a lack of response still does not give Whitfield permission to travel.

He could have indicated to his party that he did not get a response and the DA was supposed to take it up with the President through the communication channels.

The fact that Whitfield apologise for taking the trip without approval cooked his goose.
