The dilemma would probably be, take him out and have to deal with all the risk associated with that, or take your chances and see how far it goes, criminal cases drag forever when you have money and at some point there will be a change of government, Mkhwanazi might not be there in 2 years time.

So someone implicated in this might still be at the stage where they fancy their chances.
