if you make it so that private producers can easily obtain licenses to operate and supply to the national grid and put up the bits of Eskom that are worth some money for sale you can easily "liquidate"

liquidating doesn't mean just pull the plug without a way forward, although that's of course what the ANC would like people to believe, that way they'll pump more money into the black hole

Why? They should sell it off to the private sector who will put people in charge that aren't gonna pocket the revenue instead of re-investing in infrastructure. Open up the energy market so that you don't go to jail for selling power generated from your solar panels to your neighbor.
