What prevents any other anti-toll group from bribing or blackmailing some other employee from delivering a nasty payload directly inside the building?
 
How is this terrorism, btw? The substances were harmless. Bomb threats and threats like these are a crime, AFAIK, but how can it be terrorism when no terrorism was committed?
 
Now we just need the employee to reveal that it was sanctioned from higher up in sanral.

It's the effect that was caused... the stopping of the work and the evacuation of the buildings. Also expenses related to that, and the instilling of fear in the employees. Those all attract pretty serious charges.
 
There are exceptions, w-sounding o-words, y-sounding u-words etc. But not in this case, AFAIK.

Sweet. Then eTolls are terrorism too. Instilling fear, causing expenses, evacuation of the freeways, evacuation of Nazi Ally's bowels via his mouth... :p
