I am in the fortunate position of being able to both do my civic duty (drove the cars under a gantry once or twice to get on the system) and also to avoid excessive liability (I can avoid the e-trolls on my work commute ... with a bit of effort). If I am issued with an indisputable fine for something, I suppose I'll pay it, happy in the knowledge that the amount I pay is far less than the cost of printing, postage and administration for the bills sent to me. I'm pretty sure they are sending bills somewhere, but of course I'm not sure whether I have received anything, or whether the bills are enforceable. I don't mind setting aside R400 or something to pay this one day in the distant future, but that leaves the actual fight to the poor people who don't have any choice but to use the freeway/etollway and don't have the means to set aside their children's education fund for historical transport costs. People in this position should form anti-etoll societies for mutual financial support when they do randomly get efficiently targeted by the evil collectors.
