SANRAL Tariff problem?

Radio 2000 News just now said that due to duplicate different tariffs being posted in the government gazette SANRAL payments would need to be refunded.

I can't find any other references as yet,

Like in shops, they will charge you the lower of the two tariffs until rectified.
